The clergy of the Personal Ordinariate is composed of presbyters incardinated in the Ordinariate (C. Ap. Anglicanorum coetibus, n. VI §4).

Incardination in the Ordinariate is regulated by the general norms of Canon Law (cc. 265 – 272). Therefore, it can be included below:

a) by promotion to Holy Orders of candidates that belong to the Ordinariate (cf. Complementary Norms, art. 4 §2). Incardination happens as a result of the reception of the diaconate within the Ordinariate (cf. c. 266 §1 CIC):

– Those who ministered as Anglican deacons, priests, or bishops, fulfill the requisites established by Canon Law (cf. cc. 1026-1032 CIC), and are not impeded by irregularities or other impediments (cf. cc. 1040-1049 CIC) may be accepted by the Ordinary, with the consent of the Governing Council, as candidates for Holy Orders (C. Ap. Anglicanorum coetibus, n. VI §1 and Complementary Norms, arts. 6 §1 y 12 §2, 2º). Those who have been previously ordained in the Catholic Church and subsequently have become Anglicans, may not exercise sacred ministry in the Ordinariate. Anglican clergy who are in irregular marriage situations may not be accepted for Holy Orders in the Ordinariate (Complementary Norms, art. 6 §2).

In accordance with C. Ap. Anglicanorum coetibus, n. VI §1, in the case of married ministers that had been Anglican, the norms established in the Encyclical Letter of Pope Paul VI Sacerdotalis coelibatus, n. 42 (AAS 59 [1967] 674) and in the Statement of the Congregation for the Doctrine of the Faith In June, issued on April 1, 1981, are to be observed. Ap. Anglicanorum coetibus, n. VI §2 and Complementary Norms, art. 6 §1).

b) by excardination from another structure and incardination in the Ordinariate of Anglican ministers that have entered into full communion with the Catholic Church and have subsequently received Holy Orders within the Catholic Church (cf. Complementary Norms, art. 4 §2, and c. 267 CIC).

Presbyters incardinated in the Ordinariate receive the necessary faculties from the Ordinary (cf. Complementary Norms, art. 6 § 3).

They also are to cultivate bonds of unity with the presbyterate of the Diocese in which they exercise their ministry. They should promote common pastoral and charitable initiatives and activities, which can be the object of agreements between the Ordinary and the local Diocesan Bishop (cf. C. Ap. Anglicanorum coetibus, n. VI §4). They should also be available to assist the Diocese in which they have a domicile or quasi-domicile, wherever it is deemed suitable for the pastoral care of the faithful. In such cases they are subject to the Diocesan Bishop in respect to that which pertains to the pastoral charge or office they receive (cf. Complementary Norms, art. 9 §1).

Those presbyters incardinated in the Ordinariate are eligible for membership in the Presbyteral Council of the Diocese in which they exercise pastoral care of the faithful of the Ordinariate, in accordance with c. 498, §2 CIC (cf. Complementary Norms, art. 8 §1). They may also be members of the Pastoral Council of the Diocese in which they exercise their ministry, in accordance with the manner determined by the Diocesan Bishop, as indicated in c. 512, §1 CIC (cf. Complementary Norms, art. 8 §2).

When the Ordinary deems it suitable, in addition to those incardinated in the Ordinariate, clergy incardinated in a Diocese or in an Institute of Consecrated Life or a Society of Apostolic Life, with the written consent of their respective Diocesan Bishop or their Superior, can collaborate in the pastoral care of the Ordinariate. In such cases they are subject to the Ordinary in respect to that which pertains to the pastoral charge or office they receive. There should be a written agreement between the Ordinary and the Diocesan Bishop or the Superior of the Institute of Consecrated Life or the Moderator of the Society of Apostolic Life, in which the terms of collaboration and all that pertains to the means of support are clearly established (cf. Complementary Norms, art. 9 §§2 y 3).
